David Burd is a principal in Heidrick & Struggles’ Washington, DC office and a member of the Legal, Risk, Compliance, and Government Affairs Practice. His work focuses on general counsel and government affairs searches.
David places senior legal and government affairs leaders across sectors, in particular serving healthcare and life-sciences, technology, non-profit, and quasi-public entity clients.
Prior to joining Heidrick & Struggles, David had a diverse career in law and government, working in both healthcare and technology. He practiced at the law firm of Arnold & Porter in Washington, DC and served as general counsel of a venture-backed start-up. He was a consultant at McKinsey & Company, where he focused on serving clients in the public sector and the healthcare and life sciences space. He also served on the Presidential Transition Team in 2008-09, and later worked in government at the Consumer Financial Protection Bureau, focusing on issues of data sharing and synthesis across the agency. Most recently, he served as the general manager of Uber in Baltimore and much of Maryland.
David currently serves as board chair for the Millennial Action Project, a non-profit organization dedicated to bridging the partisan divide through working with millennial lawmakers. He is a member of the Bar of the State of New York and the District of Columbia.
David earned a JD degree from Harvard Law School, and a BS from the Wharton School and a BA from the College of Arts & Sciences, magna cum laude, at the University of Pennsylvania.
